SAFE physical structure review

Current SAFE physical structure is based on XFDU (http://sindbad.gsfc.nasa.gov/xfdu/) which is a standard developed by the Consultative Committee for Space Data Systems (CCSDS)

This standard provides flexible packaging mechanism and data/metadata file linkage, but it is does not use in detail implicit referencing and it is not widely used by the community.

This standard was the best candidate five years ago when the SAFE format was specified, but it is still the best solution according the current needs?

Is there any other standard candidate (e.g. GML) providing better solutions that could be analysed?
